Currently, if you build a server and then start a corpus before waiting for neo4j to be fully downloaded, a unfinished download will be copied for the corpus. Since the download is unfinished, neo4j will not start, and the corpus won't be usable.

This bug should probably be fixed by ensuring neo4j is fully downloaded before new corpora can be made as it's pretty opaque and not obvious at all.
