[FR] Add date of change and user info for when a parameter is changed (similar to the time stamping shown for BOM validation) #8110

Problem statement

To ensure the validity of parameters on a growing number of parts it would be helpful to have timestamp information on the last time a part parameter value was changed, and the username of who changed it.

Suggested solution

The change information is already stored within the parameters, it just needs to be made visible on the website to users/viewers.

Describe alternatives you've considered

There could be a "Validate Parameters" button similar to how there is for Validating a BOM to attach a user's approval to a part, but I believe the time stamp information for parameter changes would be better because that way it doesn't need to be revalidated if only 1 thing changes.

Examples of other systems

In any file system how the files will have "Last edited" attributes.
